Established on 31 May 2005 as an independent LLP in Petropavlovsk, TOO “Petropavlovskaya Neftebaza” began as the northern terminus of the Ufa–Omsk–Petropavlovsk product pipeline, storing Russian gasoline and diesel for local distributors. Operating from Nefteprovodnaya 15, the depot quickly earned Category I industrial safety status and gained a reputation for accurate custody, supported by OMNI flow computers and disciplined gaugers. In 2010 ownership consolidated under the Kulibayev investment network, unlocking capital for expansion of the nine-tank park and construction of a dual-track rail spur.
